It's not only the cost to the friendship that holds him back, like in most friend zone dilemmas, but the fact of how difficult things will be for Emma. She wouldn't be able to avoid him and he is determined not to give her that sort of problem to deal with. I loved their banter, both in person and via letter. Also that Emma is more likable in these books. I can't, even when I read Austen directly, think of Emma without thinking of Romola's(2009) Emma. This Emma is very close to Romola's version, thank goodness.
